In a large bowl, whisk together the flour, sugar, baking powder, salt, pepper, and garlic powder.

Add the butter and, using a pastry cutter, fork, or your fingertips, work it into the mixture until it resembles coarse breadcrumbs.

Stir in the cheese, chives, and bacon. Add the buttermilk and mix until a soft dough is formed.

Turn the dough out onto a lightly floured surface and roll out to a thickness of 1-inch. Using a round or fluted 2 1/2-inch cookie cutter, cut out circles from the dough.

Transfer them to the prepared baking tray, and brush the tops with extra buttermilk. Bake for 15 - 20 minutes or until risen and golden brown.
